Last Z and Mafia City: how the mobile survival 4X games work
Mobile survival-SLG teardown: Last Z: Survival Shooter and Mafia City
Researched 2026-09-08. Figures are third-party estimates unless stated; dates are the source's publication date.
1. Last Z: Survival Shooter
Publisher correction. Not 37Games. Both store listings credit Omnilojo Pte Ltd (Singapore) (Google Play; App Store). Sensor Tower attributes it to "Florere Game" (Tiger Brokers/Sensor Tower, 2026-01-13); PocketGamer.biz places Omnilojo inside RiverGame's portfolio alongside Dark War Survival (PG.biz, 2026). GameMakers says RiverGame's co-founder came from ELEX and that Last War's First Fun founder took a 42% stake in RiverGame in 2021, calling Last Z "a higher-fidelity Last War variant" (GameMakers, 2024). First release: 2024-06-07 (chrome-stats). 37Games' zombie 4X is Puzzles & Survival, not this.
One-line fantasy. "Dodge and shoot" your way through a zombie apocalypse, then build the shelter that the survivors rally to (Google Play).
Core loop (a session). Minute 0-2: collect resources, claim daily/weekly pass chests, send "trade trucks" (purple/orange trucks yield hero fragments and diamonds) (Lootbar, 2026-05-29). Minute 2-8: run the vertical shooter stages: a hero squad auto-fires up a lane while you drag to dodge, shoot barrels/gates for buffs, clear mobs before bosses (Joytify, 2025-09-26). Minute 8-15: five Arena attempts, bounty/radar missions, daily missions, Arms Race tasks (350 diamonds for 18 medals) (lastzguides; Lootbar). Minute 15-20: queue the longest HQ/research/training timers "before sleep", dispatch gathering marches overnight (Joytify). Guides recommend two logins a day (lastzguides).
Meta loop. HQ (1-35) gates everything; Laboratory is required for every HQ upgrade; three camps (Rider/Assaulter/Shooter); resource buildings are "money sinks" (lastzguides; Z Tools). Heroes: 26 catalogued, three factions (Blood Rose/Assaulters, Wings of Dawn/Shooters, Guard of Order/Riders), star-ups via orange fragments, gear promotion, "plugins"/hexagon upgrades, vehicles bought with Golden Wrenches (lastzsurvivalshooter.com; Packsify, 2026-05-15). Research: 9 trees, ~4.22M badges total, late paths "Steel Age"/T10 (Z Tools). Troops: T9 at camp level 27; T10 is a "12-24 month" goal; Special Forces research costs 1.5M badges (Lootbar).
Social layer. Alliances give construction/research buffs and gifts; weekly Alliance Duel with day-specific point categories (lastzguides); Canyon Clash (alliance territory, Fridays); Zombie Siege (30 waves, ~1h45, scheduled Mon/Tue by R4/R5, reinforce allies' HQs); Tyrant boss rallies (spawn every 3 days; must be within 30 km to start, 80 km to join); Battle Fortress shared build (lastz.gg; lastzguides; Fandom). Server-vs-server "Capital Clash": every two weeks, four states per group, prep phase Sun-Fri, battle Saturday, invader/defender roles, central Capital plus four turrets; all nine personal chests need 2.25M points (ldshop.gg). Seasons (S2-S5 "Moonlit Elegy" by July 2026) add Influence/Glory points and Volcano War; state migration is a documented system (Z Tools; patch notes 1.250.716, 2026-07-13).
Map & combat. Shared state map with resource tiles, "digs", doom elites, cross-state travel in Enemy Buster; reinforcing an ally's HQ moves troops faster than a normal march (Z Tools). Combat is auto-resolved formations of heroes + troops + vehicles with rock-paper-scissors troop types; defensive heroes stay home to stop offline raids (lastzsurvivalshooter.com; mmediamreza). The shooter lane is the "front door": store listing leads with it; Sensor Tower credits "shooter mechanics as a key user acquisition highlight" (Tiger Brokers).
Walls & timers. Builder queues (2nd/3rd builder is the top F2P diamond buy), research/training timers, weekly 24h shield purchases (guides say keep 2,000 diamonds for Friday shields), 2-3 week SvS cycles (Lootbar).
Monetization. IAP tiers $0.99-$99.99 ("Resource Hot Sale" packs) (App Store); VIP levels with a VIP shop (VIP 10+ unlocks extra store items), plus Glory, Merit, Camilla's, Time-Limited, Power Core and Black Market shops on separate currencies; a "Lucky Discounter" every 4 weeks; guides mention accounts "spending $500+/month" (Packsify; Lootbar). Daily/weekly pass chests exist (Lootbar); subscription price: not found. Loot-box disclosure on Google Play (Google Play). Numbers: US weekly revenue ~$2.6M and 242K WAU by end-June 2025 (Sensor Tower, Q2 2025); $470M in 2025, 6th-highest Chinese game overseas (Sensor Tower via Tiger, 2026-01-13); 34th top-grossing globally in 2025 (PG.biz); $359M in H1 2026, +328% YoY (Sensor Tower H1'26 via GameDevReports, 2026-08-17). Downloads: 10M+ on Play; ~40.3M estimated (chrome-stats). ARPU: not found.
Ads vs game. "Pull-the-pin" playables for Last Z: not found in any source. What is documented: live-action "bad acting" skits and shooter-run clips that TikTok/YouTube creators label "ads vs reality"/"fake game?" (TikTok; YouTube Badvertising; YouTube). The gap: ads show minutes of shooting; the shooter is a small slice bolted onto a timer-driven 4X, the same pattern documented for Last War's "Doomsday" mode (<5% of play) (FakeAdGames).
Retention hooks. Twice-daily login cadence, Arms Race, VS Duel daily rotation, weekly Alliance Duel, biweekly SvS, monthly event calendars (Rose Lucky Number, Gold Bar Store), seasons, shields, refugee tickets (Z Tools; patch notes).
Complaints. Store reviews allege arena matchmaking favours spenders and troop-selection bugs (Google Play); offline raids on new bases (mmediamreza); commercial farm bots are openly sold (gnbots).
Built with. Engine: not found (2.2 GB iOS build). Server architecture: not found beyond "states" with migration. Live-ops: small patches every few weeks between seasonal drops (patch notes); version 1.250.726 on 2026-09-04 (chrome-stats).
2. Mafia City (Yotta Games / Phantix Games)
Identity. Released 2017-03-30 by Phantix Games (Yotta's publishing label; store seller VoyagerOne Pte. Ltd.) (Wikipedia; App Store). 100M+ Play installs, 4.4 stars from 1.39M reviews (Google Play). Banned in India 2020-09-02 (Wikipedia).
Fantasy. Rise from "Lv.1 crook" to Godfather: rob banks, run turf wars, date "babes", collect cars (App Store).
Core loop. Collect cash/cargo/arms/metal from turf buildings; tap timers on Mansion upgrades; train crew in Biker/Bulker/Shooter camps and the Vehicle Refit Center; hit Street Forces for "dirty money" to bribe; play the cups-and-gem minigame to unlock babe skills; complete daily contracts for loot crates; deplete resource tiles fully so new ones spawn (BlueStacks; AppGamer crew guide; own-mafiacity). Newsweek's summary: "a mindless clicker with building mechanics" (Newsweek, 2019-01-09).
Meta. Mansion level gates camps and Clubs (training speed/capacity); Healing Center capacity or wounded die; Investment Center tech (turf defense, garrison); Leader levels and equipment; Security Center defense weapons with counters (grenades vs Bulkers, caltrops vs Bikers, firebombs vs Shooters); Vigilantes stationed on walls (AppGamer; Phantix guide, 2020-01-21).
Social & map. Clans with "Speedy/Encirclement/Group Battle" modes, clan hospital and clan store, turf wars over territory on a worldwide unified server with weekly-updated maps (MMOHuts, 2018-06-15; App Store). Combat: auto-resolved marches with four crew classes in rock-paper-scissors, wounded to hospital (AppGamer). Rally/shield details are thin in primary sources; the bot listing enumerates the daily chores: gather, shield turf, attack street forces, repair wall, heal, train, "Gold Rush" (gnbots). Marching times: not found.
Monetization. Gold premium currency with first-purchase bonus; $0.99 Fortune/Rookie packs up to $99.99; $4.99 subscription (AppGamer spending guide; App Store). VIP 1-10, then SVIP 1-10 (60,000 extra points; 1 SVIP point = 20 VIP points), then an SVIP Store with 13 levels selling permanent crew buffs up to 52% (Flavio Gaming, 2019-11-06). "Simulated gambling" rating on Play (Google Play). Numbers: ~$100M revenue and 24M downloads in 2018, 43% from Japan (Pandaily, 2020); Europe Q1 2024 peak ~$414K/week, 45-65K weekly downloads, WAU 231K to 203K (Sensor Tower); US Android Q1 2025 $165-234K/week, 5-10K downloads, WAU 23K to 13K (Sensor Tower). Lifetime revenue: not found.
Ads vs game. The 2018-19 "Lv.1 Crook vs Lv.100 Boss" and frying-pan skits spawned "That's how mafia works" (PewDiePie, Slazo); a hostage-torture ad was pulled from YouTube in August 2018 (Newsweek; Wikipedia). Ads sell a third-person GTA-style RPG; the game is "stare at a top-down base, tap timers, wait, spend gems" (FakeAdGames).
Complaints. "$1500... to obtain a permanent design"; GM replies once a day; "every single ad... looks completely different"; big players farm small turfs (JustUseApp); Trustpilot 2.4/5 with unanswered tickets, unauthorized $23.99/month charges, "buy 30 packs at $99.99, get 1 free" (Trustpilot); no in-game instructions, 9-day account recovery (Google Play); farm-account bots "hundreds of accounts" (gnbots).
Built with. The browser edition (Mafia City H5, 2018) is advertised as "3D HD Unity game engine" on a "worldwide unified server" (MMOHuts); the mobile client's engine is not confirmed. Server architecture: not found. Live-ops: weekly events/maps, Peaky Blinders/Yakuza crossovers, updates through 2026-07 (Wikipedia; Google Play).
3. Genre context: mobile 4X / SLG
Size. Strategy IAP grew from $10.8B to $13.5B in the year to late 2025 (+25.6%), 4X sub-genre +26%; $99 offers over-index; "most revenue comes from Asian publishers whose games disguise themselves as simpler genres in the first sessions" (AppMagic, 2025-12-04). Sensor Tower: 4X revenue peaked at $3.09B in Q4 2025 and fell for two quarters; strategy still the largest genre at $9.27B in H1 2026 (Sensor Tower H1'26). Deconstructor of Fun: 2025 winners used "accessible mini-games, extreme social loops, a near-predatory level of monetization, and an unholy scale of misleading marketing" (DoF, 2026-02-02). Baseline: $3.3B Western 4X in 2020 (DoF, 2021-01-21).
Top earners. Last War $2.2B (2025), Whiteout $1.9B (2025), Kingshot #14 (PG.biz, data to 2025-12-21); H1 2026: Last War $977M, Whiteout $918M, Kingshot $700M (+461%) (Sensor Tower H1'26); Whiteout lifetime ~$4.9B, Last War ~$5B (PG.biz 2026); Rise of Kingdoms $3.5B+ lifetime (WN Hub, 2024-05-28); Puzzles & Survival $595M by Nov 2022, State of Survival $64M first year (Naavik, 2022-12-08). ARPDAU: Last War $2.47 vs Whiteout $1.08 (iOS US, 2025-01); Last War D1/D7/D30 34/11/4% (Naavik, 2025-01-22); Whiteout $1.21, Kingshot $1.45 with 1.7M DAU (Oct 2025) (Naavik, 2025-11-09).
Why survival skins. Zombie apocalypse is "a near perfect metaphor for players to band together in an unforgiving race for power" (Naavik 2022); freezing survivors "invoke the feeling of pity" even though the furnace is "largely a smoke screen" (Naavik, 2024-03-01); ads sell "drama and tension" rather than gameplay (DoF, 2025-02-10).
Shared template. Build, research, train, gather, march-battle on a persistent shared map (Naavik 2022); alliance hive plus rally and shield economy; KvK/SvS; success comes from "incremental innovation... bundled with excellence in performance marketing and live services", monetized via high ARPPU on low DAU (DoF 2021). Century Games reskins the same gear tiers, VIP, speed-ups and events across Whiteout and Kingshot (Naavik 2025).
Minigame front door. Last War's math-lane runner is >50% of its UA impressions and fills the first 4-5 minutes (Naavik 2025-01); Whiteout's 90-minute idle furnace phase delays the 4X reveal, "a highly effective bait n' switch" (Naavik 2024); P&S uses match-3; Kingshot uses tower defense; Last Z uses the shooter lane; "after day 30 the whole server is just paying players" (GameMakers).
4. A browser, doodle-styled, agent-run version
Keep (the skeleton). Base with a gating HQ and 2-3 build queues; 3-class RPS troops; hero squad with a 60-second lane/wave minigame as the daily "front door"; shared tile map with gather marches, rallies, shields and an alliance hive; weekly alliance duel, biweekly server-vs-server, seasons that reset the meta; daily quests and a visible event calendar. Agents fit well: every event above is already scripted for R4/R5 leaders and bots.
Drop. VIP/SVIP ladders and permanent paid stat buffs; loot-box hero gacha; speed-up sales and the "buy builders" gate; $99 pack anchoring and 30-pack "gifts"; whale-targeted matchmaking; misleading playables. Replace timers with short real-time tick lengths, sell only cosmetics/doodle skins, and make bots first-class citizens instead of a ToS violation.
